This book provides a political economy perspective on Chile's contemporary economic development, explaining the different stages of Chile's neoliberal pattern of economic integration into the global economy from 1973 to 2015. Three key explanatory variables are considered, one nation-centred and two international-centred: the evolution of business-state relations (which branch of the business class was most influential in the policymaking), US geopolitical interest in the region through the waves of trade agreements, and the political impact of the dynamics of inflows and outflows of financial capital on Latin America in general, and Chile in particular. Ahumada proposes that through the interaction of these elements it is possible to understand not only Chile's pattern of economic integration but, perhaps most importantly, its contemporary economic dilemmas: export reprimarisation and premature deindustrialisation. Indeed, even though Chile is typically considered to be a successful case of a free market economy, this book presents an alternative narrative of Chile's growth through using a Latin American Structuralist political economy perspective. While it recognises the positive results in terms of growth, it also emphasises the lack of dynamic sources for long-term development, which embeds the economy into short-term booms followed by periods of stagnation. Furthermore, unlike other works that have taken the conventional neoclassical approach of an exclusive economic analysis of Chile's economic integration, this book focuses on Chile's inner political economy, its interaction with the international context and its critical conjuncture-path dependence dynamics.

Does the spread of democracy really contribute to international peace? Successive U. S. administrations have justified various policies intended to promote democracy not only by arguing that democracy is intrinsically good but by pointing to a wide range of research concluding that democracies rarely, if ever, go to war with one another. To promote democracy, the United States has provided economic assistance, political support, and technical advice to emerging democracies in Eastern and Central Europe, and it has attempted to remove undemocratic regimes through political pressure, economic sanctions, and military force. In Electing to Fight, Edward Mansfield and Jack Snyder challenge the widely accepted basis of these policies by arguing that states in the early phases of transitions to democracy are more likely than other states to become involved in war. Drawing on both qualitative and quantitative analysis, Mansfield and Snyder show that emerging democracies with weak political institutions are especially likely to go to war. Leaders of these countries attempt to rally support by invoking external threats and resorting to belligerent, nationalist rhetoric. Mansfield and Snyder point to this pattern in cases ranging from revolutionary France to contemporary Russia. Because the risk of a state's being involved in violent conflict is high until democracy is fully consolidated, Mansfield and Snyder argue, the best way to promote democracy is to begin by building the institutions that democracy requires -- such as the rule of law -- and only then encouraging mass political participation and elections. A main theorist of the rentier state theories argues that "in a rentier state, the government is the principal recipient of the external rent in the economy. This is a fact of paramount importance, cutting across the whole of the social fabric of the economy affecting the role of the state in the society" (Beblawi, 1990, p.88).With several countries in the Middle East and North Africa (MENA) region ranking among the rentier states, it is important to consider the term, which has influenced political thinking of the past and the present. This argumentation raises the question of adequacy concerning the notion of the rentier state in analysing political processes in the major oil-producing states of the Middle East. In order to answer this question, this essay is divided into two main parts. In a first section, it will consider the main features that the rentier state theorists have set out and the implications that this theory brings about. In a second step, the main limitations of this theory will be elaborated, as well as some of its benefits will be considered.Close reading of the theories by Hossein Mahdavy (1970), Giacomo Luciani (1987), and Hazem Beblawi (1990), the consideration of critical essays on theories of the rentier state, as well as a glance at countries ranking among rentier states by definition leads to the conclusion that the rentier state theory judges, generalises, and oversimplifies the respective states that rank among the definition of the rentier states. The theory focuses on the economy of a state and how a regime manages this economy, and excludes many elements that are essential to the analysis of the mentioned political processes and is therefore very problematic for this purpose.

The focus of this book is on the Japanese economic bureaucracy, particularly on the famous Ministry of International Trade and Industry (MITI), as the leading state actor in the economy. Although MITI was not the only important agent affecting the economy, nor was the state as a whole always predominant, I do not want to be overly modest about the importance of this subject. The particular speed, form, and consequences of Japanese economic growth are not intelligible without reference to the contributions of MITI. Collaboration between the state and big business has long been acknowledged as the defining characteristic of the Japanese economic system, but for too long the state's role in this collaboration has been either condemned as overweening or dismissed as merely supportive, without anyone's ever analyzing the matter. The history of MITI is central to the economic and political history of modern Japan. Equally important, however, the methods and achievements of the Japanese economic bureaucracy are central to the continuing debate between advocates of the communist-type command economies and advocates of the Western-type mixed market economies. The fully bureaucratized command economies misallocate resources and stifle initiative; in order to function at all, they must lock up their populations behind iron curtains or other more or less impermeable barriers. The mixed market economies struggle to find ways to intrude politically determined priorities into their market systems without catching a bad case of the "English disease" or being frustrated by the American-type legal sprawl. The Japanese, of course, do not have all the answers. But given the fact that virtually all solutions to any of the critical problems of the late twentieth century--energy supply, environmental protection, technological innovation, and so forth--involve an expansion of official bureaucracy, the particular Japanese priorities and procedures are instructive. At the very least they should forewarn a foreign observer that the Japanese achievements were not won without a price being paid.
