NATO is acutely aware of its increased status as a force for stability in a drastically altered Atlantic community. The number of its initiatives is on the increase just as a new political, economic and military Europe emerges. The Cold War's end has wrought as many changes as there are continuities in the security environment. Eastern and Central European states, especially NATO and PfP members, enjoy an increasing importance to NATO, both as trading partners and as new participants in the civil society. While the literature on relations between NATO and the East Europeans is rather limited, the study of the overall posture of those states in the international system is almost non-existent, so that the consequences of their posture for NATO's renewed concept are unknown. The study of these countries' security posture and strategic interactions with Central European states in general promotes the renewed role of NATO. This book shows that each of the long-term relations with Poland, the Czech Republic, Romania and Bulgaria is subordinated to the goal of entering the European Union, and that their different values will makes relations difficult. This will test NATO's new strategic concept to the limit. It also shows the importance of strategic thinking.

Belarus is a country that is often assigned the label of ?Europe?s last dictatorship? ? yet it is a country that can also be seen as located in the heart of Europe. The nation?s complex society and history underline the need for us to better understand Belarus. The issue aims to present, from various viewpoints, insight to the country today including its identity, society, economy, language and its relations with neighbours.While examining the complexities of the current situation, the authors in this issue don?t question Alyaksandr Lukashenka?s authoritarian rule, but also point to the fact that, as Andrei Liakhovich notes, EU policies poorly address the Belarusian people. Despite the social situation, the Belarusian people are not only entrepreneurial but also pro-European, as intellectual Alyaksandr Milinkevich writes. Journalist Andrzej Poczobut reports on why the workers in Belarus don?t strike while Polish expert Anna Maria Dyner provides an analysis of the Belarusian economy and what membership in the Russian-led Customs Union means for this small country. The events that have unfolded in the region of Eastern Europe in the first few months of 2014 have brought attention to a region which, not that long ago, was referred to as ?Europe?s unwanted child?. Undoubtedly, the rapid pace of changes requires equally rapid reactions from both the media and policymakers that are well-informed and free from preconceptions and simplifications in order to can avoid a further escalation of conflict. Keeping this goal in mind, the spring 2014 issue of New Eastern Europe offers a selection of texts on the situation in Eastern Europe from multiple perspectives: experts, journalists, activists and politicians, living both in and outside the region.A block of texts titled ?Putin?s Powers? looks at various aspects of Russian power and influence in the world today. James Sherr, British analysts with the London-based Chatham House and author of the widely discussed book Hard Diplomacy and Soft Coercion: Russia's Influence Abroad, offers an acute breakdown of Russia?s soft power strategy. Polish expert, Piotr Żochowski, analyses the Russian internal security apparatus and its mechanisms, while San Francisco-based professor of political science, Andrei P. Tsygankov, explains how Russia?s emphasis on its distinct civilizational values drives Putin?s foreign policy agenda. Lastly, Lithuanian philosopher and human rights? activist, Leonidas Donskis, asks the question ? Is the Russian language a failed lingua franca of Eastern Europe?The issue opens up with several analyses on the situation in Ukraine.
