The second part deals with policy problems related to political institutions, that is, the intergenerational imbalance, preventive medicine, local public utilities, and other political issues. Through the arguments presented here, readers gain knowledge that will help to achieve the necessary economic policies in Japan.

This is the fourth of six volumes designed to explore the history of Japan from prehistoric to modern times. Volume 4 covers the years from 1550 to 1800, a short but surprisingly eventful period in Japanese history commonly referred to as Japan's Early Modern Age. At the start, in the sixteenth century, much of the country was being pulled apart by local military lords engaged in a struggle for land and local hegemony. These daimyo succeeded in dividing Japan into nearly autonomous regional domains. Before the end of the seventeenth century, however, the daimyo in turn were subjected to a powerful unification movement led by three colourful figures, Nobunaga, Hideyoshi, and Ieyasu. It was under Tokugawa Ieyasu, the last of the unifiers, that Japan was brought together under a single powerful command vested in the office of shogun. The Tokugawa hegemony lasted until 1868 when it was brought down by the Meiji Restoration. This volume attempts to flesh out the historical tale with insights into the way that people lived and worked. It examines the relationship between peasant and local lord, and between the lord, as a unit of local government, and the emerging shogunate. It offers new insights into the evolution of indigenous thought and religion and it also deals with Japan's foreign relations, particularly the impact of the Christian missionary movement. Each of these themes is examined by thirteen distinguished Japanese and American scholars.

When the New Rome falls, its collapse may come from within. Unlike the majority of European writers who have written on this subject, I am fundamentally in favor of empire. Indeed, I believe that empire is more necessary in the twenty-first century than ever before. The threats we face are not in themselves new ones. But advances in technology make them more dangerous than ever before. Thanks to the speed and regularity of modern air travel, infectious diseases can be transmitted to us with terrifying swiftness. And thanks to the relative cheapness and destructiveness of modern weaponry, tyrants and terrorists can realistically think of devastating our cities. The old, post-1945 system of sovereign states, bound loosely together by an evolving system of international law, cannot easily deal with these threats because there are too many nation-states where the writ of the "international community" simply does not run. What is required is an agency capable of intervening in the affairs of such states to contain epidemics, depose tyrants, end local wars and eradicate terrorist organizations. This is the self-interested argument for empire. But there is also a complementary altruistic argument. Even if they did not pose a direct threat to the security of the United States, economic and social conditions in a number of countries in the world would justify some kind of intervention. The poverty of a country like Liberia is explicable not in terms of resource endowment; otherwise (for example) Botswana would be just as poor. The problem in Liberia, as in so many sub-Saharan African states, is simply misgovernment: corrupt and lawless dictators whose conduct makes economic development impossible and encourages political opposition to take the form of civil war. Countries in this condition will not correct themselves. They require the imposition of some kind of external authority. This collection of essays seeks to shed light on the politics of those people who are normally thought of as being excluded from the political nation in early modern England. If by political nation we mean those who sat in parliament, the governors of counties and towns, and the enfranchised classes in the constituencies, then the 'excluded' would be those who were neither actively involved in the process of governing nor had any say in choosing those who would rule over them - the bulk of the population at this time. Yet this volume shows that these people were not, in fact, excluded from politics. Not only did the masses possess political opinions which they were capable of articulating in a public forum, but they were alos often active participants in the political process themselves and taken seriously in that capacity by the governmental elite. The various essays deal with topics as wide-ranging as riots, rumours, libels, seditious words, public opinion, the structures of local government, and the gendered dimensions of popular political participation, and cover the period from the eve of the Reformation to the Industrial Revolution.They challenge many existing assumptions concerning the nature and significance of public opinion and politics out-of-doors in the early modern period and show us that the people mattered in politics, and thus why we, as historians, cannot afford to ignore them. Politics was more participatory, in this undemocratic age, than one might have thought. The contributors to this volume show that there was a lively and engaged public sphere throughout this period, from Tudor times to the Georgian era.

In this institutional and administrative history, Monique O'Connell explains the structures, processes, practices, and laws by which Venice maintained its vast overseas holdings. The legal, linguistic, religious, and cultural diversity within Venice's empire made it difficult to impose any centralization or unity among its disparate territories. O'Connell has mined the vast archival resources to explain how Venice's central government was able to administer and govern its extensive empire. O'Connell finds that successful governance depended heavily on the experience of governors, an interlocking network of noble families, who were sent overseas to negotiate the often conflicting demands of Venice's governing council and the local populations.In this nexus of state power and personal influence, these imperial administrators played a crucial role in representing the state as a hegemonic power; creating patronage and family connections between Venetian patricians and their subjects; and using the judicial system to negotiate a balance between local and imperial interests. In explaining the institutions and individuals that permitted this type of negotiation, O'Connell offers a historical example of an early modern empire at the height of imperial expansion.
