Współczesny kryzys imigracyjny jest rezultatem globalnej nierównowagi gospodarczej między bogatszymi narodami zachodu a biedniejszymi z południa i wschodu. Jest również wynikiem kryzysu w globalnej polityce, degradacji środowiska naturalnego i konfliktów zbrojnych na świecie. Problem cudzoziemców jest obecnie trwałym elementem toczących się procesów narodowych i stosunków gospodarczych, administracyjnych, kulturalnych, społecznych, moralnych, itp. Dlatego przepisy prawne powinny być tworzone dla obszarów dotyczących cudzoziemców, które wpływają na ich sytuację w różnych dziedzinach życia. Niniejsza monografia stara się przedstawić pewne wnioski, które można wyciągnąć z badań stanowisk różnych ośrodków naukowych na zjawisko migracji i polityki europejskiej w tej dziedzinie. Jürgen Habermas has said that the contemporary refugee crisis is the resuit of the global economic imbalance between the richer nations of the West and the poorer ones of the South and East. The contemporary refugee crisis is also a crisis of the global politics and of degradation of natural environment and armed conflicts in the world. In the year 2015 and 2016, the majority of immigrants were people who fled from the terror of war in Syria, Iraq or Afghanistan. On the other hand, the development of technology and the rate with which people move from one place to another has led to a situation in which foreigners have become participants of collective life in each state. The problem of foreigners is now a permanent part of the ongoing national processes and economic, administrative, cultural, social, moral, etc. relations. That is why legal regulations should be created for issues concerning foreigners that would govern their situation in different areas of life. This book shows some conclusions that may be drawn from the study of the positions different counties on the phenomenon of migration and the European policy in this area. The refugee issue has always been controversial and Lavenex's analysis adds fuel to an already heated debate. She analyses the various bi - and multilateral processes by which the countries of Central and Eastern Europe (CEECs) are being gradually incorporated into a restrictive refugee regime established among the EU member states, in which the CEECs serve as 'gate-keepers' for refugees and immigrants heading towards Western Europe. At a time when many transition countries are attempting to enter the EU, Lavenex highlights the CEECs willingness to adopt Western European policies aimed at fighting illegal immigration and reducing the numbers of asylum seekers as a political bargaining tool in exchange for future membership in the EU. She also argues that the regime undermines the values of international refugee protection and diffuses states' responsibilities by establishing a system of negative redistribution for the handling of asylum claims. Safe Third Countries is the first comprehensive study on the emergent European refugee regime and highlights the complex entanglement of domestic policies, European integration and international relations.

This international history uncovers an American security program in which Washington reached into fifteen Latin American countries to seize more than 4,000 German expatriates and intern them in the Texas desert. The crowd of Nazi Party members, antifascist exiles, and even Jewish refugees were lumped together in camps riven by strife. The book examines the evolution of governmental policy, its impact on individuals and emigrant communities, and the ideological assumptions that blinded officials in both Washington and Berlin to Latin American realities. Franklin Roosevelt's vaunted Good Neighbor policy was a victim of this effort to force reluctant Latin American governments to hand over their German residents, while the operation ruined an opportunity to rescue victims of the Holocaust. This study makes a very contemporary argument: that security measures based on group affiliation rather than individual actions are as unjust and ineffective in foreign policy as they are in law enforcement.
