Excerpt from Report of the Michigan State Commission on Industrial and Agricultural Education, 1910: To the Governor, Superintendent of Public Instruction, and Commissioner of Labor At the annual meeting of the City Superintendents' Association, held in Lansing, April 21, 1909, a resolution was adopted urging the legislature, then in session, to provide for the appointment of a commission whose duty it should be to investigate the subjects of industrial and agricultural education in the state and make a report to the governor and the legislature, with recommendations for statutes which would improve existing conditions. The resolution above referred to was duly presented to the governor and the members of the legislature, and on April 27, 1909, Senator Taylor introduced senate bill No. 310, which was enacted into law as Act No. 228 of the Public Acts of 1909, which is as follows: "An Act To provide for a State commission on industrial education, including elementary training in agriculture. The People of the State of Michigan enact: Section 1. The Governor of the State of Michigan, by and with the consent of the Senate, is hereby empowered to appoint a commission of not less than five nor more than seven members. to be known as the Michigan Commission on Industrial and Agricultural Education. Section 2. This commission, immediately after appointment, shall organize by choosing from its own membership a chairman and a secretary. Section 3. It shall be the duty of this commission to make a careful study of the conditions of elementary, industrial and agricultural education, whether under public school or other auspices, including the study of conditions of labor as they affect children between the ages of fourteen and eighteen; and it shall further be the duty of this commission to present a report showing these conditions, with recommendations for such a plan of elementary, industrial and agricultural training in connection with the public schools of the state as shall, in their judgment, best meet the conditions shown to exist; this report to be rendered in triplicate to the Governor, the State Superintendent of Public Instruction and the State Commissioner of Labor, on or before January one, nineteen hundred eleven. Section 4. The members of this commission shall serve without pay, and the commission shall maintain its organization until July one, nineteen hundred eleven, when said commission shall expire by limitation, unless renewed by subsequent act of the Legislature." In compliance with the recommendations of the Stale Department of Education, the Fifth Legislature 5 fOklahoma enacted two laws, Senate Bill No.364 and House Bill No.556, authorizing the issuance of teachers certificates, without examination, to the graduates of certain secondary schools and colleges where approved courses in professional training are given. The law authorizing the State Superintendent to issue certificates to graduates of High Schools and the Secondary Agricultural Schools is given in full below: Be It Exacted By The People Of The. State Of Oklahoma: Section 1. That the State Superintendent of Public Instruction may issue teachers certificates, valid for two years, to all students who graduate from District Agricultural Schools or from fully accredited high schools when such schools have satisfied the said State Superintendent that the course of study completed by the students desiring such certificates is equivalent to a four years high school fully accredited with the State University and that the said schools have sufficient equipment for teaching agriculture, domestic science and manual training and that the students have completed such a course in psychology and the science of teaching as the said State Superintendent may prescribe. Certificates so issued shall license the holder to teach in any of the common schools in Oklahoma for a period of two years. Approved March 11, 1915.The City. Superintendents were asked to meet at Oklahoma City for the purpose of discussing the provisions of this law with a view to having it administered in the interest, of all the schools. His Excellency, Governor Brown, on behalf of the State, and of the city of St. Louis extended a cordial welcome to the Association in the following address. Address of Welcome by his Excellency, Governor Brown. Ladies and Gentlemen of the Association: In the name and behalf of the people of Missouri, I desire to extend to you a most cordial, hospitable welcome. They appreciate the compliment your selection indicates of this, the great city of the West, as the local point of educational labor, and I am sure that intercourse with our scholars and our citizens generally will elicit great sympathy and encouragement in your work. Indeed, I shall not go too far in saying that nowhere in the valley of the Mississippi will you find more of interest centring in the cause of right education than here. The public schools of the city of St. Louis are models of efficient organization and munificent foundation. Its universities, academics and many of its private institutions are exciting attention in distant quarters by the extent of their curriculum and their admirable management. And then, again, the state itself has been liberal in provision, and scrupulously faithful in maintaining its trust, to offer the means of education to every child within its border. A large permanent fund stands safely invested to that account. Former donations from the general government have been turned over to county custody for the same purpose, and, although laxly cared for in the post, are now being scrupulously retrieved. The latest land grant from the nation, one of splendid proportion, has been placed under a wise and prudent management that bids fair to realize its utmost value. A well-grounded state university, an agricultural college, an institute of mines and mettallurgy, together with two large and well-appointed normal schools, are already organized, and in addition to the private furtherance of education, eight thousand teachers of the public schools are now faithfully laboring in the sub-districts of our state to convert into usefulness all this appliance.
