The island of Cuba suffered during many years from unrest, disorder and civil war. For about half the time between 1868 and 1898 it was the theatre of struggles which wasted its resources and destroyed nearly one quarter of its population. As soon as the more pressing needs of internal administration and revenue legislation had been met, he addressed himself to the settlement of the Cuban question. He recognized that it was, in the largest and broadest sense, a national question and was not to be considered and solved upon partisan considerations or through party agencies alone. William Douglas Pawley was a cross between Indiana Jones and Donald Trump. A self-made millionaire with little education, he immersed himself in whatever business venture he chose and usually came out on top. In January 1966 Colonel Francisco Caamano Deno, President of the Dominican Republic during the 'Constitutionalist' uprising of April-May 1965 and the subsequent US invasion, was exiled to London. Spending twenty months in the British capital as military attache at the Dominican Embassy, Caamano remained intensely involved in the affairs of his home country, seeking to rally opposition to the US presence and preparing for his own return before secretly flying, in October 1967, to Cuba. Six years later, in February 1973, he was to lose his life in a failed attempt to launch a guerrilla war in the mountains west of Santo Domingo. Hitherto little has been known about Caamano's London sojourn, the most important by any Latin American radical leader in the British capital since the visits of Bolivar and San Martin in 1809. The final years of Churchill and Cockran's friendship were dramatised by a number of public events - the American occupation of the Philippines, the victory of the Liberal Party in the British General Election, the First World War, about which they continued to correspond - but dominated by private ones: Cockran's remarriage, the death of Churchill's mother, and Churchill's own marriage. Throughout, the two men remained close, and, to the end, Cockran's influence on Churchill was unique and profound.
