Excerpt from German Trade and the War, Commercial and Industrial Conditions, in War Time and the Future Outlook Sir: There is submitted herewith a report on German trade and the war, by Chauncey Depew Snowv Assistant Chief of the Bureau of Foreign and Domestic Commerce, and J. J. Krai, of the research division of the Bureau. This report takes up the question of the foreign trade of Germany where " German Foreign-Trade Organization," Miscellaneous Series No. 57, issued in 1917, left off. It discusses industrial and commercial conditions in Germany since the outbreak of the war, covering the manufacturing industries, the supplies of raw materials, the development of substitute materials, labor, combination and syndication of industry, and present markets. It contains some information concerning transportation conditions, the railroads, rivers and canals, and ocean shipping. This report also touches briefly on some of the broader subjects of Germany's commercial aims in going to war, and aspirations and preparations for the period after the war. Whereas in the previous report, "German Foreign-Trade Organization," detailed statistical and other information was given concerning the export trade, in the present report special attention is devoted to the subject of raw materials and the import trade. There are many topics here touched on which suggest the possibilities of future detailed treatment and very extensive research; for example, such topics as the effect of the war on the merchant shipping of Germany, and the extent of the loss to the German export trade by liquidation of German concerns in foreign countries. The facilities for such research and detailed treatment are not now available. It is realized that some of the topics discussed are treated m a fragmentary fashion, and that the discussion of some topics, such as plans and preparations for the future, are little more than a reproduction of the published views of some of the German economists and other men in public life. No apology is needed for the presentation of the material in its present form. If at any time we were crusaders, our objective was a ration dump; and nearly all of us felt that our obligations to Old Man La Fayette were discharged along with our food on the transport going over. Communiques and the progress of war loans seldom excited our interest, if at all. This is not an indictment of our patriotism, for we decided upon the purposes of the war long before we enlisted. Recently, a demand coming from officers and men of the Territorial Army enables me to bring out a fifth edition of "War with Disease." The book has now been sold in every country where the British flag flies, the frequent orders from India being specially gratifying. I have to thank the many commanding officers who have paid me the compliment of having parts of the lectures read out regularly to their men. Since I first delivered the lectures contained in this little book, I have had the honour of repeating them to the officers of the Staff College in Camberley. For this audience I went a little more deeply into the scientific reasons for the suggestions I made. Were I to redeliver the lectures, I could in many cases change recommendations into reports of the actual results of the effects produced by carrying out the plan of campaign recommended in "War with Disease." These results are in all respects most gratifying. Indeed, in more than one case commanding officers have been able to inform me that the result of acting upon the principles laid down has been a "clean bill of health for the regiment," and statistics prove how greatly the health of the Army, as a whole, has improved within the past two years. I do not attempt to take any credit for this, but as one who has taken some part in directing the fight against disease, the fact that the fight is a winning one gives me very great pleasure. So much has already been written oft he naval battle on May 1st, that any more in that direction must needs be going over previously well beaten ground. Pretty much everybody has by this time of course read all the particulars of the American fleet's splendid achievements on that memorable day, but as a good many wishes to keep this little book as a souvenir, and as it would be incomplete without at least a brief description of the opening and chief feature of the Spanish-American war in the Philippines, we reprint a condensed account of the battle and the movements leading up to it. In describing the miscellaneous events we have had to resort almost exclusively to our own observations, as news from the various ships as well as from the camps ashore, has been rather difficult to obtain. There is one statement of ours, which doubtless will cause comment: - the fact that we give the number of dead on the Reina Christina as 364, while Admiral Dewey's report only shows 150, In alluding to the official report of the Spanish authorities, the local press makes use of the larger figure, and we have taken the liberty to do the same, although it is more than probable that a good many of the missing men were not killed in the battle. A large number of the Christina's crew were native Filipinos, impressed in the service, and no doubt a good many of them availed themselves of the opportunity to desert, when the crash came.
