Excerpt from Oil Lands in Indian Territory and Territory of Oklahoma: Hearings Before the Secretary of the Interior on Leasing of Oil Lands and Natural-Gas, Wells in Indian Territory and Territory of Oklahoma; May 8, 24, 25, and 29 and June 7 and 19, 1906 My Dear Mr. President: While talking with you in relation to the oil producers in Oklahoma and Indian Territory on Saturday evening you suggested that I write you on the subject on account of the limited time which we had for a discussion of the matter. Permit me to state first that I have no personal investments in oil or gas properties in Oklahoma or Indian Territory. I nevertheless am familiar with the subject of the development of the oil-producing sections of our country, as I have spent nearly all my life in the oil belt. Oil production, like every form of mining, necessarily involves large elements of risk. If it did not it could be handled on the same basis that most other legitimate undertakings are handled. It is not necessary for me to state that we are all interested in the largest development possible of the natural resources of our country. This can only be done by pursuing a liberal policy with the oil producer. I understand that my friend, Mr. Theodore N. Barnsdall, of Pittsburg, Pa., has been one of the principal developers of the oil and gas sections of the southwest. He organized the Kansas Natural Gas Company, which is now supplying about 350,000 people with gas at prices ranging from 25 to 30 cents per thousand. In the places where artificial gas was used it was sold at from $1 to $1.25 per thousand previous to the building of Mr. Barnsdall's line. The lower price enables the masses of the people, both rich and poor alike, to avail themselves of this luxury - and it certainly is a luxury, as I know from twenty-five years experience. The leases from which this gas is taken come down to the lines of Kansas and the Cherokee, and the average rental for gas wells paid to the landowners is about $125 per year. The company has large wells within one quarter of a mile of the Cherokee lines. The Union Natural Gas Company has over 200,000 acres of land in Ohio, West Virginia, and Pennsylvania, and pays an average annual rental of $100 per year. Mr. Barnsdall desires to build a line to St. Louis, Mo., to supply at least 150,000 consumers. Artificial gas there now costs 80 cents, containing only about 60 per cent of the heat units of natural gas. Of course you will readily understand that gas lines can not be financed for a city as large as St. Louis unless the company absolutely owns or controls from 150,000 to 200,000 acres of gas rights. The Secretary of the Interior has asked that 2ż per cent of the gas receipts be given to the Indians and that a meter be put on ever well. A reliable meter for a good gas well will cost $1,500. The European Union is unique as a polity organized along federal lines but with fully fledged States as its component political entities. The tension between the self-conscious Member States and their constitutional relationship within the EU is especially pronounced in the foreign policy field, where they remain determined to assert their status as full subjects of the international order. Since World War II, the American public has become fully aware of the exploits of the 101st Airborne Division, the paratroopers who led the Allied invasions into Nazi-held Europe. But within the ranks of the 101st, a sub-unit attained legendary status at the time, its reputation persisting among veterans over the decades. Primarily products of the Dustbowl and the Depression, the Filthy 13 grew notorious, even within the ranks of the elite 101st. Never ones to salute an officer, or take a bath, this squad became singular within the Screaming Eagles for its hard drinking, and savage fighting skill-and that was only in training. Just prior to the invasion of Normandy, a "Stars and Stripes" photographer caught U.S. paratroopers with heads shaved into Mohawks, applying war paint to their faces. Unknown to the American public at the time, these men were the Filthy 13. After parachuting behind enemy lines in the dark hours before D-Day, the Germans got a taste of the reckless courage of this unit - except now the men were fighting with Tommy guns and explosives, not just bare knuckles. In its spearhead role, the 13 suffered heavy casualties, some men wounded and others blown to bits. By the end of the war 30 men had passed through the squad. Throughout the war, however, the heart and soul of the Filthy 13 remained a survivor named Jake McNiece, a half-breed Indian from Oklahoma - the toughest man in the squad and the one who formed its character. McNiece made four combat jumps, was in the forefront of every fight in northern Europe, yet somehow never made the rank of PFC. The survivors of the Filthy 13 stayed intact as a unit until the Allies finally conquered Nazi Germany. Over 20,000 copiessold of the hardcover edition.

Despite recent constitutional arrangements, human rights remain an ambiguous and complex subject in the European Union. Human rights issues may have become increasingly relevant to the life of the EU over the past thirty years but there has been an institutional reluctance to mould a unified human rights policy worthy of the name. Nevertheless, the EU's practices have not been constructed randomly: they have evolved within discrete policy realms along coherent narrative lines. From the arguably mythical basis that the EU was founded upon a general principle of respect for human rights; policies and practices have developed along two distinct paths. Internally, within the EU, human rights are contingent. Scrutiny is erratic and even casual, and enforcement is left to the courts and independent agencies. Externally, in the EU's interactions with non-members, however, the story is very different: human rights are broad in concept. Collective notions of rights are accepted and promoted. Scrutiny can be intrusive and effective, and systems of enforcement, increasingly severe in scope and strength, have been applied. This bifurcation has direct implications for the EU's constitutional structure and its future human rights activities. It suggests that, through human rights language, conditions for conflict rather than integration have arisen, and that a system of double standards has been instituted. Williams therefore argues that the EU's claims to a credible human rights policy are suspect. This book examines the nature and scope of the bifurcation and explains its origins and development. In doing so it questions orthodox interpretations and provides a radical new reading of the EU's human rights law and practice. At its heart, the book claims that without a fundamental reappraisal of the basis upon which the EU responds to human rights, it will remain plagued by this ironical condition.

The first part of the book is meant for everyone and provides an understanding of K2 blackpearl and where it fits in the marketplace. It is included to provide a framework for thinking about various aspects of process-driven applications, including how they differ from business process management techniques; identifying processes in your company to automate, the different pieces that make up a process; measuring the success of your efforts; and finally shifting your company's culture in the direction of process efficiency. This section may be the only section you need to read if you are sponsoring a process improvement effort in your company. If you are responsible for leading the effort, make sure to read Chapters 3 and 4. The other parts are meant to provide details on how to effectively deploy and use K2 blackpearl and include a broad range of topics. ANDY GOLDSWORTHY IN AMERICA This study looks at the contemporary British artist, Andy Goldsworthy, and his work in the United States of America. Goldsworthy's presence in America grew steadily with a series of exhibitions beginning in the late Nineties with the Storm King Wall and show. This was followed by: Cornell University in 2000; the Three Cairns show and installations in 2002-03; Austin Museum in 2003; the Garden of Stone and Stone Houses in New York City in 2003-04; and Roof in Washington in 2005. He uses natural materials in natural shapes and forms set in natural contexts. Nature may be the starting-point but, as we'll see, the end-point - art - is entirely cultural and not something you'll ever find in the natural world. Andy Goldsworthy seems to be a particularly gentle and sensitive artist, compared to many sculptors and land artists: he stitches together leaves to form lines (which're often placed in water, or over branches), or makes circular slabs of snow, or entwines twigs in an arc. He creates a delicate spiral of chestnut leaves, called Autumn Horn (1986); he pins bright yellow dandelions on willowherb stalks in a circle, on bluebells (1987); he makes lines and cairns of pebbles; a horizontal line of red sumach leaves was pinned to a willow (at Storm King in 1998); he rubs red stones to stain rockpools; he pins leaves to tree trunks; he fashions a zigzag line of hogweed stalks along a fallen elm tree (2002); he makes hollow, circular structures, recalling igloos, from slate, leaves, driftwood and bracken; he creates long wavy ridges in Arizonan and Australian desert sand; he throws sand and sticks in the air and photographs the moment.
